The best e-bike rack for a 63 lb e-bike would be a Thule EasyFold XT part # TH903202 which has the weight capacity you need, has a frame clamp design that works great with the typically unusual frame styles, fits 1-1/4 and 2 inch hitches, and also has a ramp setup that pulls out to make loading and unloading bikes easier. It also folds up when not in use to make for easier storage and install/removal.
