Bike Rack Recommendation for 2 Step-Thru E-Bikes with Fenders

Absolutely!

For the best option, I recommend the Hollywood Racks RV Rider - 2" Hitches # HLY64FR. The RV Rider comes with a massive 80-pound per bike weight capacity. Also, one of the huge benefits is that the rack attaches to the frame with independently-adjusting cradles. With these cradles, they work perfectly with your step-thru frames without the need of a bike frame adapter bar. By attaching by the frame, this avoids any unnecessary risk of damage to your fenders like you would have from a wheel-mount style rack. It is important to note that the clamps on the RV Rider are designed to fit bike frame tubes between 1" - 2" in diameter.
