Question:
How do handle the situation of the m10 bolts seemingly not being the correct size? Bolts will not thread no matter how much I clean out the holes.

As you are having problems installing the bolts that come in the Curt Trailer Hitch Receiver # C13152 for your 2018 Hyundai Santa Fe Sport. I recommend using a tap and die set to clean up the threads both on the inserts in the frame of your Santa Fe but also on the bolts included with the receiver. You should be able to find a tap and die set for the bolts at your local hardware store. It is possible that there is damage to the threaded insert and it needs to be cleaned up with a tap to allow the bolts to thread in.
