Is the 13410 hitch better than the 13390 on a 2012 Outback? It is more expensive but rated the same.

The Curt Trailer Hitch Receiver # C13410 will look better on your 2012 Subaru Outback Wagon than the Curt Trailer Hitch Receiver # 13390. Since the # C13410 has a hidden cross tube less of the receiver is visible.
When it comes to installation most will likely prefer the # 13390 as it does not involve removing the rear fascia to fit the receiver behind the bumper impact structure.
As you mentioned both receivers have the same rating of 600lbs tongue weight and trailer rating of 4,000lbs.
