I went ahead and called Lectric, and the tech confirmed that the Lectric E-Bike XP 2.0 Step-Thru models have a wheelbase of about 45-1/2 inches from axle to axle. With this spec and the other specs you provided, the Yakima OnRamp # Y36FR works perfectly with your 2 bikes. As far as attachment, since the cradles on the rack adjust independently along the central mast, you can attach the cradles to the small bar that connects the frame to the bottom seat post bar.
If you need a 2" hitch receiver on your vehicle to use the OnRamp, feel free to respond with your year/make/model and I will happily recommend you the best hitch.
