Yes, you can use the RV Awning UV Protectant and Conditioner # BE85FR can be used on polyvinyl chloride.

This product can be used on tires, dashboards, leather, vinyl, plastic, and rubber.

You are correct. When Item #A10-5030AVP is used for 50 am service, the connector will provide 240 volts. When used for 30 amp service it will only provide 120 volts. So the volts do change by essentially not using one of the hot pins.
