Does Ford Explorer Need Transmission Cooler to Tow 3,500 lb
Question:
Is it safe to tow 3500 lb trailer with a Ford Explorer tow wgt rating 5,000 lb if it doesnt have the factory tow pkg installed? My concern is driving through very hilly country and over stressing the transmission.

You are definitely well under the towing capacity of your Ford Explorer with the 3,500 lb trailer so you'd be very safe in that regard but an aftermarket transmission cooler like the # D13503 is cheap insurance to prolong the life of the transmission and would be what I would recommend for any vehicle towing including yours.
