The roof rack that I recommend for your 2021 Toyota RAV4 with the flush rails is the Inno roof rack setup:

51" and 54" Aero Crossbars - # INXB130-138
Through Feet - # INXS350
Fit Kit - # IN33FR

I really like the Inno roof rack setup because it's more cost-effective but that doesn't affect the quality of the system. The rubber strip in the T-Slot doesn't have to be trimmed to install accessories and the feet come with locks which is a nice improvement over some other roof rack options.
