The Yakima OnRamp Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # Y36FR you were looking at can be mounted about to the tongue above the propane tanks of your 2019 Dutchmen Aspen Trail Travel Trailer with a tongue mount hitch rack like the # S80503. The only issue is that the # S80503 has a maximum capacity of 100lbs so once you subtract off the weight of the # Y36FR you'd only have 60lbs left of capacity for the two bikes, which wouldn't work since you have e-bikes.
To haul both of your e-bikes you'll need to use a hitch on the back of your trailer. If you don't currently have one you can measure the distance between the frame rails to find the frame distance and pick a compatible receiver hitch. For example, the Curt Adjustable Width Trailer Hitch Receiver for RVs # 13703 will fit frame widths of 22" to 72".
Once you have the hitch in place you can then pick a hitch mounted bike rack that's rated for use on a travel trailer.
