What are the interior dimensions of this cargo box? Also, will this fit a 2017 Toyota RAV4 XLE with factory installed roof rails/crossbars without additional accessories?

The interior dimensions of the Thule Force XT L Rooftop Cargo Box - 16 cu ft - Black AeroSkin, part # TH6357B, are 70 x 28.75 x 16.25 in. This rooftop cargo box can will also fit the factory roof rack of your 2017 Toyota Rav 4 with access to your rear hatch. Provided that you have at least 11-3/8" between the rear crossbar and the rear edge of this cargo box. Please keep in mind, per Toyota, your factory rack will only have a weight limit of 100 lbs.

I did some checking and found the rear hatch clearance figures of your 2021 Toyota Rav4 and the Force XT part #TH6357B and the XL version part #TH6358B both fit the factory crossbars of your 2021 Toyota RAV4 and would allow the rear hatch to open.
