The hitch that I recommend for your 2021 Toyota Rav4 to use a hitch mounted cargo carrier is going to be the etrailer Trailer Hitch Receiver # e23ZR. This hitch is made in the USA, has a bolt-on, no-drill installation and will provide you with a 2" receiver opening which is the most common size used for hitch mounted accessories such as a cargo carrier. This hitch also has a nice matte black finish that provides a nicer look when installed on your Rav4.
The wiring I recommend for your Rav4 to power your cargo carriers lights is the T-One Vehicle Wiring Harness # C56434. This wiring is confirmed to fit your Rav4 and will provide you with a 4-way connector to power the lights on your cargo carrier.
