The green light you are getting with the circuit tester connecting vehicle ground to the blue wire on your Tekonsha Voyager # 39510 tells you that the controller is working properly. The Green light is an indicator that the trailer braking circuit is complete and electrically working.
Next you will want to reconnect the blue wire if you disconnected and test the 7-way connector on your vehicle. You can connect the tester to a good ground on the back of the vehicle near the 7-way and connect the tester to the Brake Controller Output(5 o'clock looking into 7-way). If your brake controller light goes green again you then know that the wiring on the trailer is at fault. If no green light the wiring between your brake controller and 7-way is damaged or disconnected.
You can follow the wiring either through the trailer or your vehicle to determine where you have the disconnect. Also be sure to check the ground wire connections as well. If your trailer lights work with the trailer connected then you know your 7-way ground is good.
