The Swagman E-Spec # S94FR secures bikes by the frames so it would not interfere with your fenders. You could also consider the Swagman Dispatch # S44FR, another frame-mounted rack.
If you are concerned about frame contact, I would suggest the Lets Go Aero V-Lectric FAT PRO Bike Rack for 2 Electric Bikes - 2" Hitches - Wheel Mount # LGA77FR. This unique rack that secures the bikes by the wheels in a different way than other racks. This rack can be used with bikes with fenders without problems. this would not work since the wheel clamp would need to rest on the wheel where the fender would be.
