The Curt Universal Fifth Wheel Base Rails with Installation Kit, # C16200 is designed to use L brackets to mount the ISR above bed rails to many vehicles including the Ford F-150. However, this will not work with a newer model such as your 2019 (instructions attached below, showing years this will work with.)
For a similar type universal kit with L brackets that will fit the 2019 F-150, I suggest the Reese Semi-Custom Base Rail and Installation Kit, # RP30035-31.
