Will Replacement Damper for Ventline RV Range Hood w/ Horizontal Exhaust Work Like Old Damper

Vent damper Item # BCA0472-00 appears to be the same as mine on a 2013 Winnebago VIEW. I have removed the damper from mine because it was making a terrible loud flapping noise at highway speeds. What keeps Item # BCA0472-00 from flapping in the wind and making the same loud noise?

If you are just straight up replacing the part with the Replacement Damper # BCA0472-00 then it will perform the same as your old one which means it will probably be making that flapping noise when you're on the highway.
Normally there is some way to keep the damper stationary so I would look for any places where a tab has been broken or something like that so you can repair it and keep the damper stationary during travel.
