I recommend the Curt Trailer Hitch Receiver, # C11473. This is a Class I, 1-1/4" hitch that works well for light-duty towing. It is a bolt-on installation so no welding is required and comes complete with needed hardware for installation. It is rated for 200 lbs. of tongue weight and 2,000 lbs. max gross trailer weight. This will work well for towing your boat or carrying a bike rack.
For needed wiring, I suggest the Curt T-Connector, # C69KR. With this, you can easily install a 4-way trailer connector on your Toyota Prius as it plugs directly into existing wiring without needing to cut or splice.
Then for ball mount and ball, we have the Curt, # C45592 for a trailer with 2" coupler. Or, the # C45561 for 1-7/8".
If you do not already have a bike rack, I recommend the RockyMounts MonoRail Solo Bike Rack for 2 Bikes, # RKY10007-05. This carrier will allow you to carry 2 bikes up to 60 lbs each so it is great for heavier eBikes.
Please be sure to not exceed Toyota's vehicle ratings for your Prius.
