Fortunately, none of our hitches available for your 2021 Tesla Model 3 require a stabilizer strap if you want to mount a bike rack on the hitch. For a great hitch receiver for your Model 3, I recommend the Stealth Hitches Hidden Rack Receiver - Custom Fit - 2" # 391TES317. The Stealth hitch has a great design that eliminates the bulkiness and the "eye-sore" quality of the other brands of hitches. You will not have any issues with any bumper clearance issues with the Stealth. It also comes with 350 pounds of tongue weight capacity. In order to know for sure if your vehicle can accommodate that much weight, I recommend you consult with your owner's manual.
For a great bike rack that will fit with the Stealth hitch, I recommend either the Thule Helium Pro 2 Bike Rack - Tilting # TH9042PRO or the Helium Pro 3 - Tilting # TH9043PRO. The Thule Helium Pro models are super light weight (19 pounds for the 2-bike and 20 pounds for the 3-bike) and they will accommodate bikes up to 37.5 pounds per-bike. If you have bikes that have women's style frames, step-thru frames, or children's bikes, I recommend the Swagman Deluxe Bike Frame Adapter # 64005. The adapter bar will give your bikes the straight, horizontal plane that is required to mount on the Helium Pro.
