Can I use a car dolly to tow a 2003 Ford Ranger 4x4 With a manual transmission? If yes, does the driveshaft need to be removed.

Yes, you can use a tow dolly to tow your 2003 Ford Ranger with a manual transmission and the driveshaft doesn't need to be disconnected. For a tow dolly that will allow you to tow your Ranger I highly recommend an option from Demco:

These are by far the best option because because of how simple they are to use than other tow dollies. The Kar Kaddy X tilts down and the Kar Kaddy SS has a ramp so you can simply drive up the dolly and secure your car on it.
