Does Hopkins 7 Way to 4 Way With Tester Require Trailer to Be Connected

Will this tester work if no trailer is connected or do I have to have a trailer connected to test properly?

The tester portion of the Adapter 7 Pole to 4 Pole with Tester # 47345 does not require a trailer to be connected to function.
