Based on the issue you are having it sounds like the Tekonsha Voyager Trailer Brake Controller # 39510 you have may have an internal short, but there are a few things to try first.
First remove the black wire from the controller to allow it to power off for 15 minutes as this will reset the controller. After the 15 minutes are up go ahead and reattach the black wire with heat shrink butt connector # DW05745-5.
If this did not fix the issue the test the red wire which should be attached to the cold side of the stop light switch that only has power when the brake pedal is pressed. If when testing the wire with a circuit tester # PTW2993 you find that the red wire has constant power then either the wire is connected to the wrong stop light switch wire, or your stop light switch has gone bad and will need to be replaced.
If neither of these things fix your issue then you have an internal short and the controller will need to be replaced. This controller carries a 5-year warranty so I recommend reaching out to the business you ordered from to start a warranty claim.
I included a video review of the # 39510 for you to take a look at.
