Question:
Wouldnt this work on an older vehicle without the factory tow package, to replace the existing plug, by wiring the connections manually to the plug wires already existing?

Since this wiring harness can be hard wired in you are correct, the # HM40975-11998 could be used on your 1987 GMC Sierra. It sounds like you already had a 7-way at the back and just needed to replace it so there should be no need for additional wiring. You will just need to match the wires up with with the correct functions and mount the connector with the included bracket.
