This could be one of a few things, but most of the time it will be due to the brakes on the trailer needing to be adjusted. This can be quickly verified by using a circuit tester, like the # PTW2993, to make sure you are only getting power on the 5 o'clock port of the Curt Echo # C51180 when the brakes or manual override is engaged. If this tested properly, you would need to move to checking the trailer.
However, if you are getting constant power at this port, you will need to contact the company the controller was purchased from for warranty information as there is definitely something malfunctioning.
Now to the trailer. If it is brand new, the brakes may be seating themselves to the hubs and this can cause them to basically burn a little. This should only happen for a short time though, so if it did it constantly it is most likely something else.
It doesn't happen very often, but I have had the brakes over tightened from a manufacturer before as well. If you jack up one side of the trailer, you will need to try and spin the wheel/hub. It should be able to spin almost freely with very very little resistance. If it is not, you will need to back the brakes off a bit. I included an article that will help if this is the case as it will explain how to accomplish this better than I can.
With the trailer jacked up, this is also a good time to check your grounds. A bad ground can cause any number of weird things to happen. It is also a good idea to make sure all brakes have their own separate ground connection.
If all the grounds are good and none of this gets the brakes working properly, let me know and we can try something else.
