With this weight distribution hitch, can you back into a driveway perpendicular to the street, or do you have to disconnect the bars first?

Good question; and while you can back up with the Fastway e2 Weight Distribution # FA94-00-1061, a perpendicular or 90 degree turn is too tight. That's true of any weight distribution system though, and not only for backing up but for going forward as well.
So if you have to make that sharp of a turn you will definitely want to disconnect the Fastway e2 Weight Distribution # FA94-00-1061.
