So this will not accommodate 4 inch tires with out new cradles?

That is correct; the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches # S94FR can fit up to 3" wide tires or up to 5" wide tires when using Fat Tire Adapter # S64679. If you do not want to purchase wheel adapters separately then you could instead go with the Curt 2 Bike Platform Rack for Fat Bikes - 1-1/4" and 2" Hitches - Frame Mount # C18085-FB. This can handle up to 4-7/8" wide tires and has a weight capacity of 45lbs per bike. If you have bikes weighing over 45lbs, such as an ebike, then I would stick with the Swagman E-Spec with the added Fat Tire Adapters.
