I have a universal option for you, but the Buyers Product # 3371801102 you were looking at is not confirmed to fit your 2013 Chevrolet Express Van 4500 Cutaway Chassis and at this time there is not a confirmed fit for it.

Your best bet would be having a local fabrication show install the Draw-Tite # 41990-07 which is a universal hitch that fits frames between 18"- 44" wide which should work with your van's frame as it should be around 35" wide. This hitch will need to be welded to the frame of your van by a qualified welder and has a 1600lb tongue weight rating and 16000lb trailer weight rating.

You will need to check the owner's manual of your van to find its towing capacity, and use the lower rating between the hitch and the van.
