Can Swagman Dispatch 2-Bike Rack Carry A Step-Thru Bike Without Using An Adapter Bar?

What is the lowest in inches the frame clamp will adjust downward? My wife has a step-through womens bike, and I would prefer not to have to use a bar rack on the bike to make solid contact with the frame clamp.

The upright hooks on Swagman Dispatch Bike Rack for 2 Bikes - 2" Hitches # S44FR adjust anywhere from 22.17in - 35.98in according to Swagman. While some customers have been able to use this bike rack to transport step-thru bikes without an adapter, the safest route is certainly to use an adapter bar such as # RRRBCA021 to ensure your bike is secured properly.
Since you prefer not to use an adapter bar, I would look into the Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches # TH903202. This 2-bike carrier uses adjustable frame cradles which work with oddly-shaped bikes, such as step-thru. You do not need an adapter bar or anything else to use this carrier and it works with 1-1/4" and 2" trailer hitch receivers. It also has a ramp for easy loading/unloading.
