I purchased a Thor Vortex toy hauler 19FB GVWR 7,4000 lbs./tongue 800 lbs. and will tow it with a 2015 Ford F250 Super Duty. Can I use a 10,000/1000 lbs. system?

The correct Strait-Line Weight Distribution System for a Thor Vortex 19FB is part # RP66084 which is rated for 600-1,200 lbs. The Thor Vortex 19FB has a hitch weight of 800 lbs which will be right in the middle of the capacity for the system above.
