I checked the installation instructions for the Air Lift Ride Control Air Helper Springs # AL59530 that you referenced and there is drilling into the frame to attach the upper brackets of this kit onto your 2004 Toyota Tundra.
I attached a picture that shows where the drilling will take place in the frame. I also attached the installation instructions for this product that shows everything needed to install this product.
