Can a 2018 kia sportage hold a wheel chair trailer that goes fits on a standard hitch and the electric wheel chair weighs 440 due to its hydraulics built in

I took a look at the owner's manual for your 2018 Kia Sportage, and it looks like your vehicle can tow up to 1650lbs with 220lbs of tongue weight.
Since that is the case you could tow your Wheel chair as long as the trailer you have does not exceed 1210lbs and your wheel chair is 440lbs as you mentioned.
To do this I recommend going with the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13281 you were looking at as we have found their hitches to have a tougher powder coat finish leading to the hitch looking great for years to come, and with it being made in the USA you know it will be great quality.
To tow your trailer you will also need a vehicle wiring harness # 118698, and a hitch ball, ball mount, and hitch pin and clip which can all be found in the etrailer Ball Mount Kit # 989900.
