When measuring for a trailer cover you want to measure from the front of the trailer box, not the tongue, to the rear including anything that is attached to the rear. This will include a spare or a ladder at the farthest edge at the rear of the trailer, measure the length, width, and height of the body. If between sizes, it is best to select the larger cover and have some slack.
For your 2018 Forest River Flagstaff Camper E-Pro, if you have one of the E-14 models, then yes the Adco Polypropylene Storage Lot RV Cover for Travel Trailer - Up To 15' Long, # 290-74838, will fit.
