Question:
If I use adapter to accommodate the 2 inch receiver. Can I tow a 4x8 utility trailer and it hook my bike rack up

Although we don't offer a dual hitch adapter for a 1-1/4 inch hitch like the # 36284 you'd looked at, I do have a solution that could work for you, assuming that your bike rack and bikes weigh less than 100 lbs and the trailer's tongue weight plus the weight of the bikes and rack don't exceed the 300 lb tongue weight capacity of the # 36284 hitch.
I'd recommend using the Stromberg Carlson Bike Bunk, part # CC-275 which is compatible with bike racks designed for use on an RV. The bike bunk has a 100 lb weight capacity, which means that the rack used and the weight of the bikes cannot exceed 100 lbs. You'll want to use a rack that's designed for a towed trailer, as they're built extra tough to survive the extra beating they'll get from being installed on a trailer. The Swagman XC 2 Traveler, part # S64663 would be a good choice.
I've linked to a product video showing how the Bike Bunk works.
