Yes the Dutton-Lainson TW4000 StrongArm Electric Winch - Marine - 1,500 lbs # DL25200 you were looking at can be connected to a marine battery as long as it is a 12v battery that is rated for more than 40 amps.
Keep in mind that the battery will not be getting charged from the alternator of your tow vehicle so the battery so you will need to recharge the battery yourself when it is not in use.
I recommend the Duracell Battery Charger and Maintainer - LCD Digital Display - AC to DC - 6V/12V - 4 Amp # DU59FR which will not only charge the battery but will also maintain it in between uses.
