In order to get more ground clearance with the 19x60 Curt Cargo Carrier for 2" Hitches - Aluminum - Folding - 500 lbs # C18100, the solution is to use a hitch adapter like the Roadmaster Dual Hitch Receiver Adapter, 8" Drop/Rise # RM-077-8. Once the Roadmaster adapter is installed in your trailer hitch receiver, you can use the top receiver to attach your Curt Cargo Carrier. It is important to note that your hitch receiver weight capacity will be decreased by 50% when using an adapter.
If you need a 2-inch hitch receiver recommendation, I would be happy to assist you if you provide the year/make/model of your vehicle.
