A 3500 lb axle typically uses a 10 x 2-1/4 inch brake drum as well as a 10 inch brake assembly like what's included with the # 23-26-27 Dexter Kit you'd looked at. As long as your existing brake drums have that inside diameter and depth and a 4 bolt mounting pattern with a 2-7/8 center to center bolt spacing, the brake assembly would work great for you.
You might also consider self adjusting brakes like part # 23-468-469, which is what I'd recommend. With self adjusting brakes, after the initial adjustment the brakes will self adjust so you'll always have optimal braking performance.
Either brake assembly kit includes the mounting hardware and mud and crud plugs to cover the brake adjuster holes.
