We offer several different hitches for the 2008 Toyota Rav4. The etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e98864 that you mentioned has a 525 lb tongue weight capacity, and a 3500 lb towing capacity. When used with weight distribution, the TW capacity increases the towing capacity to 4000lbs.
Keep in mind, regardless of how high the capacity of the hitch is, you'll be limited by the manufacturer's stated towing capacity of your RAV4.
You will need to choose a weight distribution system whose effective tongue weight capacity range encompasses the tongue weight of your trailer. The weight of anything stowed in the cargo area of your RAV4 behind the rear axle will also need to be included in the trailer tongue weight figure. If you would care to reply with the tongue weight information about your trailer, I would be happy to make a specific recommendation for you.
Keep in mind that using a weight distribution system will not raise the towing capacity of your RAV4. You will still be limited to the manufacturer stated towing capacity.
