Is there are a requirement on what type of bolt should be used to attach a spare tire to the frame of a trailer? such grade 5? grade 8?

The Extra Offset Trailer Spare Tire Carrier by Dutton-Lainson part # DL22145 comes with the hardware needed to attach the carrier to the frame as well as the tire to the carrier. The included bolts are grade 5.
