Will this fit to 1” round EMT? What is the clearance needed under the cross bar?

Let's start with the clearance needed under the crossbar, and you won't need much, just about 1-3/8 inches for the knobs to clear when mounting the Rhino-Rack 2-Kayak Carrier with Tie-Downs # S512-S512X.
As for fitting to round 1 inch electrical metal tube, that's a bit trickier. Yes, technically it likely could, but has never been tested with this type of tube; it often has coating so I can't say for certain whether or not this could slide on the tube. I recommend going with a traditional roof rack instead to ensure proper fit, and if you let me know the year, make, and model of your vehicle I can recommend one for you.
