Yes, the SportRack Ridge Swing 4 Bike Rack - 2" Hitches - Swinging # SR2415 should fit your 2019 Jeep Wrangler without an issue. To make sure, you can take a few measurements. The closest part of the bike rack is about 8" from the center of the trailer hitch receiver's pin hole. As long as you have at least 8" from the hitch pin hole to the back of your spare tire then you will be fine.
I attached a demonstration video which goes more in-depth on the measurements and specs; it shows this bike rack being installed on a 2015 Jeep Wrangler with spare tire.
