Yes the Lock N Roll Articulating Hitch w/ 5-Position Channel - 2" Receivers - Vehicle Side - 11K # 336VS503515 you were looking at can be used in either the rise or drop position to get your trailer level.
Using the # 336VS503515 in the rise position will not physically lift your trailer, but if your trailer is higher you may need to use the rise position to get the trailer level to your tow vehicle.
If you are wanting to lift your trailer the best option is an over-under kit like the # K71-384-00 if you have 2-3/8" diameter axles or the # K71-385-00 if you have 3" diameter axles.
Over-under kits move your leaf springs from underneath the axle to above the axle which lifts the trailer by the diameter of your axle plus the height of the leaf spring stack.
