Solution For Transporting Electric Bikes That Have Fenders And Baskets
Question:
Does this rack work with bike that have fenders on both the front and back wheels? The fender extends about 6.5 inches from the forks on the front wheel.

As you can see in the attached photo, customers have used the RockyMounts BackStage Bike Rack for 2 Bikes - 2" Hitches # RKY10002 with bikes that have front fenders. While this may work for you, I still don't recommend doing this because the bike rack is technically not designed to work with fenders and should only be secured to the wheels/tires.
I think your best option is the Swagman E-Spec Bike Rack for 2 electric bikes - 2" Hitches # S94FR. This has a weight capacity of 70lbs per bike and can fit up to 3" wide tires, making it a great carrier for electric bikes. My research tells me that you have 2.8" wide tires which would be fine for this bike rack, but if you happen to have wider tires then you will want to add Fat Tire Kit # S64679 which can accommodate up to 5" wide tires. This carrier secures the bike by the frame, making it compatible with fenders and/or baskets.
Since you were looking at a swing-away bike rack, you may want to add Yakima BackSwing Swing Away Hitch Extender # Y02483. This is compatible with the Swagman E-Spec bike rack and it will enable the bike rack to swing away from the vehicle to allow access to trunk/cargo area.
