Basically you will need to go over all of the connections you made for the Tekonsha Voyager # 39510 to determine where the problem is.

Starting with the white wire, this wire will need to be run to negative terminal of your battery so that the controller is grounded properly.

Next the black wire. This wire needs to be run to the positive side of the battery through a 40 amp circuit breaker. If both of these connections are made properly then the controller should be powering on.

If the green light is not coming on at this point then you may have an internal problem with the controller.

Now the red light is supposed to come on when you apply the brakes to let you know when the brakes are being activated.

If this is the problem then the other two wires could be the problem. You will want to make sure the red wire is connected to a circuit that sees voltage only when the brakes are applied and none when not. You could even test this circuit of the brake controller by just applying 12 volts to the circuit on the controller to see if the red light comes on.

The blue wire is supposed to go to the brake output circuit of your 7-way. You should check the condition of it and the brake output wire on your trailer wiring.

I attached an FAQ article on troubleshooting brake controllers for you to check out also.
