To control electric trailer brakes like the Dexter Nev-R-Adjust Electric Trailer Brake Kit - 10" - Left and Right Hand Assemblies - 3.5K # 23-468-469 you were looking at I highly recommend the Tekonsha Prodigy P3 # 90195 due to it being an extremely reliable controller that has great features like the an easy to read LCD screen, and built in diagnostics that are easy to read and understand.
The # 90195 is a proportional controller meaning it matches the braking power sent to the trailer brakes to the intensity you apply the brakes in your tow vehicle.
You will only need one controller as the # 90195 is compatible with up to 4 braking axles (8 braking assemblies).
Your tow vehicle will need to have a 7-way connector installed, and will either need to have the controller hard wired or installed with a plug in adapter if one is available for your vehicle.
If you can tell me the Year/Make/Model of your vehicle I would be happy to recommend all of the components needed to get the # 90195 installed.
I included a video of the # 90195 for you to take a look at.
