... I am switching vehicles and I am wondering whether I can reinstall in a 2021 Grand Cherokee with factory tow package. Or... will I be better changing it for a new brake controller?

You can absolutely move the Curt TriFlex Trailer Brake Controller # C24VV from your 2016 Jeep Cherokee Trailhawk to your new 2021 Jeep Grand Cherokee with the factory tow package, but you will need a different plug in adapter. As long as the controller is still working fine there is no real benefit in replacing it.
For your Grand Cherokee you will need the Curt Custom Wiring Adapter for Trailer Brake Controllers # C51446 which will plug into the factory trailer brake controller port underneath the dash of your vehicle.
Your Jeep Cherokee Trailhawk uses # C51459, so you can try and sell it to get a little money back.
