Let's begin with the issue of insurance. A tow dolly like the Roadmaster # RM-2000-1 would usually not need a separate insurance policy, as it would be covered under the policy of the vehicle towing it, but the vehicle on it would need to be insured.

The purchase of a new tow dolly would include a manufacturer's statement of origin (MSO) that's the equivalent of a title, but the additional requirements can vary by state. In many states a tow dolly doesn't need to be licensed, but it usually needs to be registered. Your state DMV or Department of Revenue can provide more information as I don't have a state-by-state breakdown of requirements but I did see references in online forums that led me to believe that Nevada treats a tow dolly like a trailer, so do yourself a favor and check with the DMV about their specific requirements.
