Can You Safely Secure Less Than Three Bikes to a Getaway Pro 3 Bike Rack and Secure Them with Locks?

my question is does the Pro 3 bike rack secure all 3 bikes - my concern is locking bikes when less then 3 are carried. Is the integrated cable lock only long enough to secure one bike or two?

The integrated cable lock is actually on a feeder system that feeds the length of the cable up to securing three or less bikes on the rack, so it can fasten to 1-3 bikes at a time.
