LaSalle Bristol Cable-Actuated RV Waste Valve stuck
Question:
I am unable to move the remote pull to open this valve. Its definitely stuck. I found the actual valve and can get to it. Im trying to see if I cut the bottom open there if I can actuate this valve by hand there or spray it to unstick it. I cant tell from the pictures really.

I would probably disconnect the cable from the camper so it lays out on the ground under the trailer to ensure that there are no kinks or nicks in the cable. Then I would try to put some oil into the cable (from the handle end) to see if you can free it up. Lastly I would take the valve apart at the four bolts
It is probably not going to be pleasant, but you will need to take that valve apart and see what is the matter. Can you now move the gate part of the valve - moving the cable at the same time?
Is there some debris where the gate closes against the valve body? Clean that out where the gate closes into the valve body. I would probably coat that area with some petroleum jelly just for good measure.
Finally, if it is the cable then you can order # 34466SP1106 for a six foot cable. If you think it was only "froze" in place you can order # T1003-7VP for the replacement seals and hardware. If the valve is damaged in anyway you will want to just replace this # 34466N4AB96GMA complete valve with rod. You surely do not want to have to get into this again in a month.
