Sleeve of Silent Hitch Pin SHP2040-XL Doesn't Pass All The Way Through Receiver

I installed on my 2016 F350 with a 2 1/2inch receiver. Should the sleeve fit all the way into the receiver? I still get some up and down movement when torqued to the 30 foot lbs recommended is this normal? I do have Rock Tamer mud flaps on will this make a difference?

The sleeve of the # SHP2040-XL lock isn't meant so fit all the way through the receiver, if it did, it wouldn't allow the threaded square nut to tighten against the inside of the ball mount or hitch accessory. The up and down movement should be eliminated, I'd recommend rechecking the torque and making sure your torque wrench is correctly calibrated, as they do need to be recalibrated periodically. What you need is an anti-rattle device to prevent the ball mount from moving in the hitch you have installed. The part #63232 is the best option for that as it will remove the movement and it doubles as a hitch lock.
