Since your Curt TriFlex Trailer Brake Controller - 1 to 4 Axles - Proportional # C24VV you have is showing OL (overload) code even when trailer is unplugged that means that there is a short in the blue trailer brake output wire.

I recommend cutting the blue wire of the # C51362 you have installed in the factory trailer brake port of your 2011 Tundra. If cutting the wire makes the code go away then there is a short somewhere between the trailer brake controller and the 7-way connector and you will need to trace the wire to find the damage. Since it is a factory wire it may be pretty tricky to trace back so another option would be to use # 10-1-1 to go from the 5 o'clock pin on your 7-way connector to the blue wire on the # C51362 using heat shrink butt connectors # DW05745-5 for a weather tight connection.

Now if cutting the blue wire does not make the code go away the issue is within the # C24VV and it will need to be replaced.

I included a diagram of the 7-way connector and videos for the products mentioned for you to take a look at.
