I have a possible solution for you, but there are not any 21" step pads with 4 pins available. The closest available is the Replacement Step Pad for Westin Platinum Series Nerf Bars - 20" Long - Qty 1 # 26-0001 which measures 20" long and has 4 pins. Depending on your application you may be able to use TowSmart SmartStep Non-Slip Pad - Rubber w/ Adhesive Backing - 17-1/2" Long x 4" Wide # 348780 which is a universal adhesive pad. This measures 17-1/2" long and 4" wide. I attached a demonstration video for you to check out.
