Did the issue just start happening? If so I recommend checking the the wiring going from the trailer brakes to the 7-way connector for any damage as it is likely shorting out. If the wiring looks good make sure your break away switch has the pin inserted properly though this would only engage the brakes until the battery of the break away switch died.
Next check the connectors for both the trailer and tow vehicle to make sure that there is not corrosion that could be causing power to jump between the pins.
If the connectors look good check the blue wire going from your 7-way connector to the trailer brake controller to make sure that there is no damage where it could be grounding out.
If the trailer brake controller was just installed, I recommend using a circuit tester like the # PTW2993 to check the blue wire of your trailer brake controller to see if it is sending power to the trailer brakes all of the time when the RV is connected.
If you are getting a constant 12v no matter if the brakes are applied or not you will need to find the cold side of the stop light switch that only has power when the brake pedal is applied, and make sure the red wire from the controller is connected to that wire.
